TOTHOMweb Accessibility Certificate for idCAT
TOTHOMweb, a company accredited by ENAC 578/EI883 as an inspector for web and app accessibility, certifies that the idCAT website (https://idcat.aoc.cat/) has undergone an accessibility audit, validating the criteria established by the UNE 301549 regulations (January 2022 version). The score obtained in the TOTHOMweb Accessibility Score was:

This score corresponds to 2/3 stars obtained in the Accessibility Seal, that is, more than 8/10 en el TOTHOMweb Accessibility Score in both parts.

- 9.1.1.1 – Non-text Content. There are images that are not identified as decorative or informative.
- 9.1.4.4 – Resize Text, 9.1.4.10 – Reflow. When zooming the page, part of the content does not fully adapt and gets cut off.
- 9.2.4.3 – Focus Order. The language menu traps focus in the mobile view.
- In the forms section:
- 9.1.1.1 – Non-text Content. The alternative text of some images is incomplete.
- 9.1.2.5 – Audio Description (Pre-recorded). The video does not have audio description and there is information that is not being conveyed to users.
- 9.1.3.1 – Info and Relationships. The message for required fields is not associated with the form and some elements are not correctly grouped as a list.
- 9.1.4.3 – Contrast (Minimum). In the calendar there is information that does not have sufficient contrast.
- 9.1.4.10 – Reflow. Some content gets cut off at 400 % zoom.
- 9.1.4.11 – Non-Text Contrast. The visible focus does not have sufficient contrast on some elements.
- 9.1.4.13 – Content on Hover or Focus. There are tooltips that cannot be dismissed without moving the mouse.
- 9.2.4.3 – Focus Order. There are some issues with focus order management.
- 9.2.4.6 – Headings and Labels. There is a “Done” label that is not shown in the language of the page.
- 9.2.4.7 – Focus Visible. Focus is not visible in some form fields.
- 9.3.3.1 – Error Identification. In some fields, the error cannot be correctly identified.
- 9.3.3.2 – Labels or Instructions. Some fields require a specific format but no information is provided on what that format should be.
- 9.3.3.3 – Error Suggestion. No format suggestions are provided to correct the errors in some fields.
- 9.4.1.2 – Name, Role, Value. Some elements do not have correct roles and labeling.
- 9.4.1.3 – Status Messages. Some error messages are not announced to assistive technologies.
About the TOTHOMweb Accessibility Seal
The accessibility levels of the TOTHOMweb Seal are as follows:
- 1/3 Stars: a score equal to or greater than 6/10 has been obtained on the TOTHOMweb Accessibility Score.
- 2/3 Stars: a score equal to or greater than 8/10 has been obtained on the TOTHOMweb Accessibility Score.
- 3/3 Stars: a score equal to or greater than 9.5/10 has been obtained on the TOTHOMweb Accessibility Score and there are no barriers blocking it for the user.
- With Honors: it is a special mention when a website meets all the criteria of level A, AA and AAA.
Requirements for obtaining certification
Certification is achieved by fulfilling the following two requirements:

Compliance status of “Partially compliant” or “Fully compliant”
The website must have obtained a compliance status of “Partially compliant” or “Fully compliant” in accordance with the “Methodology for in-depth monitoring for websites UNE-EN 301549:2022” of May 2022 approved by the Web Accessibility Observatory of the Ministry of Economic Affairs and Digital Transformation.
The methodology defines the compliance status of the website based on compliance with each accessibility requirement at the website level. The terms of compliance are defined as follows:
- Fully compliant: all website-level requirements other than “Not Applicable” are assessed as “Compliant”. Therefore, there is no accessibility requirement assessed as “Not Compliant”. No. of “Non-compliant” Requirements = 0.
- Partially compliant: the number of website-level accessibility requirements assessed as “Compliant” is greater than the number of those assessed as “Non-compliant”. No. of “Compliant” Requirements > No. of “Non-compliant” Requirements.
In addition, the methodology defines compliance by website-level accessibility requirement as follows:
- Compliant: at least 90% of the pages for this requirement have been assessed as “Pass”, except for the pages where the requirement is not applicable.
- Non-compliant: less than 90% of the pages for this requirement have been assessed as “Pass”, except for the pages where the requirement is not applicable.
- Not applicable: none of the pages for this requirement could be assessed because the necessary features to perform the required checks do not exist.

Score higher than 6 points on the TOTHOMweb Accessibility Score
The website must achieve 6 points or more on the TOTHOMweb Accessibility Score indicator.
The TOTHOMweb Accessibility Score is a proprietary indicator created by TOTHOMweb that awards a score based on the level of compliance of the website out of a maximum score of 10 points.
The score is obtained from the number of criteria that have obtained a "Pass" and "Fail" rating. The score represents the proportion of criteria passed out of the total criteria that have been evaluated for the website ("Pass" criteria plus "Fail" criteria). Criteria that have been found not to be applicable have no impact on the score.
The score obtained in this indicator determines the level of the seal.
Conditions of certification
The certification is awarded under the following conditions:
- The certification is valid for 3 years from its issue, with annual reviews to ensure the continuity of the level of accessibility. After 3 years, a renewal must be requested.
- The Seal must be linked to the corresponding page on the TOTHOMweb website to remain valid.
- The certified entity undertakes to maintain the accessibility of the website and to notify TOTHOMweb of any major structural or content changes.
- TOTHOMweb reserves the right to withdraw the Seal at any time if a report shows that the required level of accessibility is no longer maintained.
- TOTHOMweb cannot guarantee that all pages on the website for which this certification is issued have the same level of accessibility, given that the accessibility audits on which this certification is based are carried out on a sample of pages containing different elements and content.
