TOTHOM, accredited by ENAC under accreditation number 578/EI883 as a web and app accessibility inspection body, certifies that the Representa de Administració Oberta de Catalunya (AOC) website (https://representa.aoc.cat/) has undergone an accessibility audit to verify the criteria established by the UNE-EN 301549:2022 standard. The TOTHOM Accessibility Score achieved was 6.84/10.
This score corresponds to 1/3 stars awarded under the Accessibility Seal, that is, more than 6/10 in the TOTHOMweb Accessibility Score.

About the TOTHOM Accessibility Seal
The TOTHOM Seal accessibility levels are as follows:
- 1/3 Stars: a score of 6/10 or higher has been achieved in the TOTHOM Accessibility Score.
- 2/3 Stars: a score of 8/10 or higher has been achieved in the TOTHOM Accessibility Score.
- 3/3 Stars: a score of 9.5/10 or higher has been achieved in the TOTHOM Accessibility Score, and there are no accessibility barriers that prevent users from completing a task.
- Honourable Mention: a special distinction awarded when a website meets all Level A, AA and AAA criteria.
Certification requirements
Certification is awarded when the following two requirements are met:
A compliance status of "Partially compliant" or "Fully compliant"
The website must have achieved a compliance status of "Partially compliant" or "Fully compliant" in accordance with the May 2022 "Methodology for In-Depth Monitoring of Websites under UNE-EN 301549:2022", approved by the Web Accessibility Observatory of the Ministry of Economic Affairs and Digital Transformation.
The methodology determines the website's compliance status based on whether each accessibility requirement is met at website level. The compliance statuses are defined as follows:
- Fully compliant: all website-level requirements other than those rated "Not applicable" are assessed as "Compliant". Therefore, no accessibility requirements are assessed as "Non-compliant". No. of "Non-compliant" requirements = 0.
- Partially compliant: the number of website-level accessibility requirements assessed as "Compliant" is greater than the number assessed as "Non-compliant". No. of "Compliant" requirements > No. of "Non-compliant" requirements.
The methodology, in turn, defines compliance for each website-level accessibility requirement as follows:
- Compliant: at least 90% of the pages assessed for this requirement have received a "Pass" rating, excluding pages to which the requirement does not apply.
- Non-compliant: fewer than 90% of the pages assessed for this requirement have received a "Pass" rating, excluding pages to which the requirement does not apply.
- Not applicable: none of the pages could be assessed for this requirement because they do not contain the features needed to perform the required checks.
A score above 6 points in the TOTHOM Accessibility Score
The website must achieve a score of 6 points or higher in the TOTHOM Accessibility Score.
The TOTHOM Accessibility Score is a proprietary indicator created by TOTHOM that assigns a score based on the website's level of compliance, with a maximum possible score of 10 points.
The score is calculated from the number of criteria that have received a "Pass" or "Fail" rating. It represents the proportion of criteria passed out of all the criteria that could be assessed for the website ("Pass" criteria plus "Fail" criteria). Criteria found to be not applicable do not affect the score.
The score achieved for this indicator determines the Seal level.
Certification conditions
Certification is awarded subject to the following conditions:
- The certification is valid for one year from its date of issue.
- The Seal must link to the corresponding page on the TOTHOM website to remain valid.
- The certified organisation undertakes to maintain the accessibility of the website and to notify TOTHOM of any significant structural or content changes.
- TOTHOM reserves the right to withdraw the Seal at any time if a report shows that the required level of accessibility is no longer being maintained.
- TOTHOM cannot guarantee that every page of the website covered by this certification has the same level of accessibility, as the accessibility audits on which this certification is based are conducted using a sample of pages containing different elements and types of content.
